    يقول تعالى (( ولا تبخسوا الناس أشياءهم)) (63) فهذا المبدأ العام يمتد ليشمل العلاقة بين صاحب العمل والعامل, فصاحب العمل لا ينبغي له أن يبخس العامل أجره ولا يقلل من قيمة جهده المبذول وفي نفس الوقت على العامل ألا يبخس صاحب العمل حقه فلا يهتم بالجودة والإتقان ولا يضيع الوقت عبثا. ولما كان مصدر الأحكام هو آية العدل – هو الله – فمن الطبيعي أن يطلب ممن استخلفهم على الأرض تطبيق شريعة العدل والآيات التي يدعو فيها الخالق الخلق إلى العدل كثيرة منها قوله تعالى (( وإذا حكمتم بين الناس أن تحكموا بالعدل)) (41) وقوله تعالى (( إن الله يأمر بالعدل والإحسان))(42) وقوله (( يا أيها الذين آمنوا كون  قوامين بالقسط شهداء لله ولو على أنفسكم أو الوالدين والإقرابين)) (43). (( الأبواب المفتوحة )) إذ كان يمكن لأي مسلم أن يتوجه إلى الخليفة يشكواه ضد أي مقام من الدولة حتى ولو كان الخليفة نفسه وكثير من الحوادث التاريخية تذكرنا بأن الخليفة نفسه كان خصما لمسلمين عاديين, ولعل هذا المبدأ هو الذي مكن لمصري بسيط أن يقتص من عمرو بن العاص (رض) والي مصر وأن يفسح عمر بن الخطاب ليهودي ليختصم من علي ابن أبي طالب كرم الله وجهه رغم أن الخصومة كانت ادعاء كاذبا من إليهودي.
    (( وأمرهم شورى بينهم(11))) وكذلك قوله جل شأنه (( وشاورهم في الأمر(12))) ولقد أخذ التجسيد العملي والرسمي لمبدأ الشورى الإسلامي في تكوين ما يمكن تسميته بمجلس الشورى, ولقد ضم هذا المجلس أربعة عشر نقيبا مناصفة بين المهاجرين والأنصار, يجري اختيارهم من بين أهل الرأي والحكمة وقوة الإيمان والجهاد في سبيل الله, وكان الرسول (صلى الله عليه وسلم) يلجأ إلى هذا المجلس طالبا نصحه ورأيه في مختلف القضايا التي تهم المؤمنين والدولة الإسلامية الحديثة. حيث صدر (( القرار)) من المالك الأعظم لنبيه الكريم صلي الله عليه وسلم بالهجرة, وهنا نجد أن تنفيذ هذا (( القرار )) تم على خطوتين الأولى حينما أصدر رسول الله صلي الله عليه وسلم (( بتفويض)) من الله سبحانه وتعالي أمره للمسلمين ان يبدأوا في الهجرة وأخذوا بالفعل في التنفيذ, والثانية حينما إذن سبحانه وتعالى لرسوله صلي الله عليه وسلم أن يهاجر مع الصديق رضي الله عنه. ومن دراسة أحكام القرآن الكريم يتضح لنا أيضاً اهتمام الإسلام بتحسين ظروف العمل وتوفير الراحة وعدم إجهاد الناس وتكليفهم بما لا يطيقون فيقول تعالى (( لا يكلف الله نفسا إلا وسعها)) 79 ويقول عليه السلام (( فإن لجسدك عليك حقا وإن لعينك عليك حقا))80, وكما يقول ((روحو القلوب ساعة بعد ساعة فإن القلوب إذا كلَت ملَت)) وهو ما يزعم البعض إنها أفكار حديثه جاءت بها مدرسة العلاقات الإنسانية خلال الحلقة الثالثة من هذا القرن.

(90) نفسه، حسن البنا، كلمة في أغراض جمعية الإخوان المسلمين، مجلة جريدة الإخوان المسلمين الأسبوعية العدد (7) السنة الأولى 1352هـ/1934م، مجيد خدروي، الاتجاهات السياسية في العالم العربي، الدار المتحدة للنشر، بيروت، 1985م، صـ82-83. واستكمالا لهذا الاعتقاد يقررون “والخلاف الفقهي في الفروع لا يكون سببا في التفرق في الدين، ولا يؤدي إلى خصومة ولا بغضاء ولكل مجتهد أجره”([103]). والإخوان يرون أن هناك اعتبارا يجب النظر إليه بجانب استكمال القدرة العلمية للوصول إلى درجة الاجتهاد، فيوجهون الأنظار لما أبداه الإسلام من عناية بعلاج النفس الإنسانية، وهي مصدر النظم ومادة التفكير والتصوير، فعمل على زجرها عن الجور والعدوان وتطهيرها من الهوى والغرض وهدايتها إلى الكمال والفضيلة، وقد كانت النفوس التي صاغها الإسلام في صحابة رسول الله r مثالا يحتذى، ولهذا فإن طبيعة الإسلام تساير العصور والأمم ولا تأبي أبدًا الاستفادة من كل نظام صالح لا يتعارض مع قواعده الكلية وأصوله العامة([104]). فهنا نجد ان الرسول ( صلى الله عليه وسلم) على الرغم من مكانة أبى ذر (رضى الله عنه ) المرموقة عند الله ورسوله للدرجة التي عد فيها من المبشرين العشرة بالجنة يرفض طلبه بشأن الاستعطاء وعلى الرغم من أن موقف الرسول (صلى الله عليه وسلم ) من عدم التأثير  بضغوط الصداقة مع أبي ذر (رضي الله عنه) بالغ الأهمية في حد ذاته, ويعتبر نموذجا على المسئولين حذره – الا ان من المهم كذلك تأمل الأسباب التي شرحها الرسول (صلى الله عليه وسلم ) في رفض طلب أبى ذر ( رضى الله عنه).
    أما رقابة السلطة الرسمية فتتمثل في رقابة أولي الأمر في مستوياتهم الإدارية المختلفة على من أوكل إليهم مهمة تنفيذه, وهي رقابة لم يعني بها الإسلام التسلط في أي وقت من الأوقات وإنما هي لخدمة أهداف المجتمع الإسلامي وبنائه على أسس الشريعة الإسلامية. ويهتم الإسلام بتنشيط الرقابة الاجتماعية أو الشعبية من خلال اهتمامه بتماسك المجتمع الإسلامي, فطالما أن المسلم الفرد هو اللبنة الأساسية في بناء هذا المجتمع وأن أي انهيار في بعضها كفيل بانهيار البناء الاجتماعي فان مسئولية المجتمع أن يحافظ على تماسكه من خلال الرقابة على السلوك الفردي مانعا أي عوامل هدم أو انشقاق قد تؤثر في الهيكل الاجتماعي…. ولعل أروع تعبير عن الرقابة الاجتماعية بمفهومها الشامل يمكن أن تلمسه في حديث الرسول (صلعم) (( كلكم راع وكلكم مسئول عن رعيته 28)) كما تتجسد هذه المعاني أيضاً في قوله (( فالرجل في بيته راع وهو مسئول عن رعيته29)) وقال عليه الصلاة والسلام  (( ترى المؤمنين في تراحمهم وتوادهم وتعاطفهم كمثل الجسد اذا اشتكى منه عضو تداعى له سائر جسده بالسهر والحمى 30)). وقال تعالى  (( والذين آووا ونصروا أولئك بعضهم أولياء بعض31)) وقال تعالى (( والمؤمنون والمؤمنات بعضهم أولياء بعض 32)). تتميز السلطة في الإسلام بانها ليست وضعية, بمعنى أن كل السلطات مصدرها الخالق وإليه مردها, وإذا ما كان المبدأ ساريا فمعنى ذلك أن مفهوم السلطة لا يمارس إلا في ضوء أحكام الله وسنة نبيه, وأول ما يتمخض عن هذا المبدأ أن السلطة ليست شخصية, كما إنها لا تعني التسلط بأي حال من الأحوال وإنما هي مجموعة من الحقوق المستمدة من قواعد وأركان الإسلام تمنح للرؤساء يستخدمونها لإنجاز مصالح المسلمين. ولعلنا لا نجد كلمات تعبر عن الديمقراطية في أرقى صورها كما عبرت عنها الديمقراطية الإسلامية في دعوته عليه السلام ((أيها الناس إن ربكم واحد وإن أباكم واحد كلكم لآدم وآدم من تراب إن أكرمكم عند الله أتقاكم وليس لعربي على عجمي ولا لعجمي على عربي ولا لأحمر على أبيض فضل إلا بالتقوى)).
